I have just (well in the last week) been hit by this problem as well. My WinXP system has been made close to useless. Even if I end Notes (6.0.2 CF2), ntaskldr.exe keeps running. I set the priority for ntaskldr.exe to low but it seems to still take over the entire system. Notes has slowed to a crawl as has every other application on my system. I deleted all the local indexes as that was a reported cause, but that has not helped.

Is anyone from Iris/Lotus even looking at this problem?
